Permanent Commission and SRO: New Partnership Opportunities on the Path to International Cooperation
In October, the Permanent Commission, supported by the SRO Construction Industry Fund, participated in a series of videoconferences titled “New Partners for SROs: Prospects for Business Collaboration.” Albina Yerofeeva, the Permanent Commission’s Executive Secretary, introduced new development and partnership opportunities to the leaders and specialists of self-regulatory organizations (SROs).

The purpose of the conference was to provide SRO representatives with a detailed overview of the project presented on September 12 at the online Partnership Forum, SRO Growth Points – Promising Projects. Albina Yerofeeva highlighted the Permanent Commission’s initiatives and emphasized the potential for expanded cooperation with international partners.
Key topics included:
  • Unique proposals from the Permanent Commission for SROs;
  • Prospects for expanding cooperation, assessing accumulated experience, and exploring potential partnership formats;
  • Ways for SRO representatives to participate in public organizations, including the possibility of joining their governing bodies, providing additional resources for advancing the interests of SROs and their members.

Indian Companies Seek Partners in St. Petersburg: Successful Business Meetings at the Chamber of Commerce and Industry on September 18, 2024
The St. Petersburg Chamber of Commerce and Industry hosted a delegation from India, comprising representatives from 16 enterprises looking to establish business relationships with Russian partners.
The companies represented in this delegation operate across various sectors, including the production of carbide cutting tools, specialized equipment, bridge cranes, and control and measuring devices. They are also active in industries such as steel manufacturing, cosmetics, pharmaceuticals, agriculture, construction, and consulting.

The event opened with welcoming remarks from the Consul General of India in St. Petersburg, Kumar Gaurav, and the President of the St. Petersburg Chamber of Commerce and Industry, Vladimir Katenev. In his address, Vladimir Katenev emphasized the importance of strengthening bilateral relations between Russia and India, noting St. Petersburg’s role as one of the country's key economic centers. He expressed satisfaction with the growing interest of Indian entrepreneurs in collaboration, highlighting the Chamber’s active support in organizing business forums, negotiations, and presentations, as well as cooperation with the Indian Trade Mission.

Consul General Kumar Gaurav expressed gratitude to the St. Petersburg Chamber of Commerce and Industry for organizing the event and for their ongoing support, noting the success of the joint efforts in fostering strong business ties.

After the official part of the event, participants engaged in B2B meetings that enabled them to establish new contacts and present their services and products.

The Permanent Commission to Participate in Partnership 2 "SRO Growth Points – Promising Projects"
On September 12, 2024, the Permanent Commission will take part in a major event – Partnership No. 2, "SRO Growth Points – Promising Projects," to be held in St. Petersburg.

At the Partnership event, Garib Karim Salmanovich, Chairman of the St. Petersburg regional branch of the International Public Organization "Permanent Commission for International Cooperation of Business Associations" (MOO “PC MKOP”), will present the organization’s new project, "Specialist Directory." This project aims to create a unified database of professionals, facilitating interaction among participants across various industries and improving the quality of services provided.

Additionally, partners from the Fund for the Development of Construction Industry Organizations will present their projects, which have already been successfully tested and implemented by St. Petersburg SROs.

Russia and China Strengthen Scientific and Technical Cooperation
The 28th meeting of the Sub-Commission on Scientific and Technical Cooperation within the framework of the Russia-China Commission was held in Shanghai. The meeting was chaired by Deputy Minister of Science and Higher Education of Russia, Denis Sekirinsky, and Deputy Minister of Science and Technology of China, Long Teng.
Denis Sekirinsky recalled that in March of last year, Russian President Vladimir Putin and Chinese President Xi Jinping signed a joint statement on the strategic plan for the development of Russia-China economic cooperation until 2030. This document emphasizes the importance of exchange and expanded cooperation in the fields of technology and innovation to strengthen the technological leadership of both countries.
Sekirinsky reported that several key projects have already been launched as part of this plan, aimed at:
  • Strengthening cooperation in fundamental research.
  • Conducting joint research based on "megascience" infrastructure projects.
  • Developing and implementing "flagship" research projects.
  • Deepening humanitarian exchanges in science, technology, and innovation.
  • Joint participation in global scientific and technical governance.
"All these initiatives fully align with our vision for the development of science, as reflected in the updated Strategy for Scientific and Technological Development of Russia. We are currently actively working on the implementation of all activities under the Plan-2030," noted Denis Sekirinsky.
The meeting also discussed and agreed on the conduct of competitive selection and the increase in the number of supported bilateral applied projects.
To conclude, it is worth recalling that at the end of 2023, the 27th meeting of the Russia-China Commission for the Preparation of Regular Meetings of Heads of Government was held in Beijing, chaired by Russian Deputy Prime Minister Dmitry Chernyshenko and Chinese State Council Vice Premier He Lifeng. The meeting addressed issues of bilateral interaction, including cooperation in the scientific field.

The Standing Commission Launches the "Electronic Directory of Specialists" Project
At the June meeting, the Standing Commission for International Cooperation of Business Associations announced the launch of a new project - the "Electronic Directory of Specialists." This innovative website will serve as a platform for information about professionals in various fields, their competencies, and the areas in which they can provide consultations to interested parties.
The project's goal is to foster collaboration among business associations, enabling them to share knowledge, skills, and expert opinions. Organizations will enter into agreements with the Standing Commission to be included in the directory, allowing them to designate their best specialists to participate in the project. This will create a unique opportunity for businesses to exchange professional resources and gain access to highly qualified consultations on a variety of issues.
Participation in the project will involve a certain fee, though many aspects are still under development. Currently, the documentation is being prepared, the user interface is being created, and the system's operational mechanism is being refined. A team of professionals has already been formed, including hired lawyers and specialists who are developing strategies to attract organizations and specialists.
The "Electronic Directory of Specialists" will be a significant step forward in professional exchange and cooperation among business associations. The Standing Commission is confident that this project will help improve the quality of business consultations, enhance professional training levels, and open new opportunities for the development of international cooperation.

The Standing Commission Supported the Media Project of the Construction Industry SRO Fund
During a working meeting, representatives of the Standing Commission and the Construction Industry SRO Fund discussed and approved strategic directions for joint activities. One of the key decisions was to support the Fund's project - the electronic periodical "StroySamoregulirovanie.rf."
The leadership of the Standing Commission emphasized the importance of creating and developing such information platforms, which can ensure the exchange of current information and advanced practices in the self-regulation of the construction industry. "StroySamoregulirovanie.rf" will become a significant resource for the professional community, providing access to expert materials, news, and analytics.
Additionally, it was decided to prepare a special issue of the publication, which will be released in the summer and will be dedicated to the activities of the Standing Commission. This special issue plans to highlight the Commission's projects, its key partners, achievements, and future plans in detail. This approach will allow a broader audience to better understand the role and significance of the Standing Commission in international business cooperation.
Representatives of both organizations expressed confidence that cooperation within this project would be an important step in strengthening interaction and developing the construction sector. The special issue of the publication will contain exclusive interviews with industry leaders, reviews of successful projects, and an analysis of current trends. This will help create closer ties between professionals and promote the implementation of innovative solutions in construction.
At the conclusion of the meeting, the parties stressed that supporting the Fund's project and preparing a special issue of the publication marks the beginning of a long-term and productive collaboration aimed at developing the construction industry and strengthening international ties.

Egypt Knows How to Deal with Anti-Russian Sanctions — Finance Minister
Egyptian Finance Minister Mohamed Maait, speaking at the International Monetary Fund and World Bank conference in Washington, stated that the Egyptian authorities have developed mechanisms to overcome the consequences of anti-Russian sanctions. He noted that Western sanctions sometimes affect cooperation between Moscow and Cairo, but Egypt sees ways to solve these issues.
One such solution is the discussion of the possibility of using the Russian payment system "Mir" in Egypt. Currently, "Mir" cards are accepted without restrictions only in Belarus, Abkhazia, and South Ossetia, while their service was discontinued in Kyrgyzstan and Armenia in the spring of 2024.
The National Payment Card System (NSPK), the operator of "Mir" cards, came under blocking US sanctions in February 2024. NSPK was established in Russia in 2014 in response to sanctions imposed after the annexation of Crimea, in case of disconnection from international payment systems.
Russian authorities consider international sanctions illegal and ineffective, insisting on their removal. President Vladimir Putin has acknowledged that the restrictions will remain for a long time.

On the Development of Cooperation with Business Partners from the Persian Gulf Countries
The Standing Commission invites participation in the formation of the Russian booth at the International Saudi Construction Exhibition CIDEX-2024 (www.cidex-sa.com, accessible via VPN), which will be held from November 18 to 21 this year. Additionally, participants are invited to visit the Kingdom of Bahrain and the Kingdom of Saudi Arabia on a business visit during this time.
The visit of the Russian delegation has been coordinated with the Embassy of Russia in the Kingdom of Bahrain. Denis Manturov Held Talks in Saudi Arabia, Strengthening Bilateral Ties
Heading the Russian delegation at the World Defense Show 2024 in Saudi Arabia, Deputy Prime Minister and Minister of Industry and Trade of Russia, Denis Manturov, conducted a series of bilateral negotiations with key representatives of the Saudi side.

A meeting with the Saudi Minister of Investment, Khalid Al-Falih, revealed significant potential for expanding trade, economic, and investment relations between the two countries.
Discussions with the Saudi Minister of Industry and Mineral Resources, Bandar Al-Khorayef, focused on the prospects of industrial cooperation, considering the priorities of Saudi Arabia’s national industrial development program. Special attention was given to projects in the automotive, shipbuilding, helicopter manufacturing, pharmaceutical, oil and gas machinery, and renewable energy sectors.
During the meeting with the Saudi Minister of Commerce, Majid Al-Qasabi, steps to increase and sustain bilateral trade were discussed. Particular emphasis was placed on enhancing business exchanges and interactions in the congress and exhibition sectors. Manturov noted a 12% increase in bilateral trade volume over the past 11 months, highlighting the need for diversification and balance in trade.
“To assist entrepreneurs in establishing and developing partnerships, we opened a trade representative office of the Russian Federation in Riyadh in 2021,” Manturov added.
With the Saudi Minister of Economy and Planning, Faisal Al-Ibrahim, coordination of trade and economic ties was discussed, taking into account the priority development areas of both countries. The potential for joint projects in digital technologies was noted, where Russian IT companies possess unique competencies.
Denis Manturov also held meetings with the Minister of the National Guard, Abdullah bin Bandar Al Saud, and the Minister of Defense, Khalid bin Salman Al Saud.
At the invitation of the Saudi side, the Russian delegation familiarized themselves with Saudi Arabia’s national exhibition display.

Russia and Belarus Accelerate the Implementation of Import Substitution Projects
A meeting between the Deputy Prime Minister and Minister of Industry and Trade of Russia, Denis Manturov, and the Deputy Prime Minister of Belarus, Pyotr Parkhomchik, as well as the Minister of Industry of Belarus, Aleksandr Rogozhnik, marked another step in the active implementation of joint industrial projects.
The agenda included an assessment of the current state and progress of investment projects aimed at import substitution. These projects involve the creation of new production facilities in Belarus for products previously purchased from unfriendly countries, which is especially important for the market of the Union State.
Denis Manturov noted that, to date, the passports of 24 projects have been approved in key industries such as microelectronics, aircraft manufacturing, machine tool building, automotive manufacturing, agricultural and construction machinery.
Additionally, the participants discussed integration processes in industry and trade within the framework of the Union State. They emphasized the successful completion of the union program aimed at forming a unified industrial policy, which has achieved the equivalence of the concepts "Russian products" and "Belarusian products."

Answers to Questions: The Standing Commission Discusses Strategy in the World of Prospective Projects
As a continuation of the "GROWTH POINTS OF SRO - PROSPECTIVE PROJECTS" event, the second part took place on November 29 – Answers to Questions based on the results of the Partnership in St. Petersburg. The head of the secretariat responded to pressing questions, including topics related to the activities of the Standing Commission for International Cooperation of Business Associations.

During the Q&A session with event participants, the head of the secretariat detailed the strategy of using the form of interregional organization for structures considered as executors of prospective projects. The advantages of this approach were highlighted, including experience, the ability to bring people together, as well as flexibility and the expansion of projects in various regions.
The head of the secretariat emphasized the importance of international cooperation projects, the training of young specialists, and public oversight, highlighting the latter as the most promising. This choice is supported by the call of the President of Russia for public organizations to actively participate in monitoring the activities of government bodies.

"GROWTH POINTS OF SRO - PROSPECTIVE PROJECTS" in St. Petersburg: The Standing Commission Expands the Horizons of International and Interregional Cooperation
As part of the "GROWTH POINTS OF SRO - PROSPECTIVE PROJECTS" event, held on November 15, 2023, in St. Petersburg, Albina Erofeeva, Head of the Secretariat of the Standing Commission for International Cooperation of Business Associations, presented an important project aimed at strengthening ties with international and interregional partners.

In her speech, Albina Erofeeva shared details about the latest project related to the establishment of the Standing Commission for Interregional and International Cooperation of Business Associations, specifically the creation of the International Forum "World of Business Associations" online resource and the organization of business contacts between interested business associations.

New route: the delegation of the Permanent Commission visited the Kingdom of Bahrain as part of a business mission
The delegation of the Permanent Commission of Russia, headed by Chairman of the Board Sergey Zaitsev, made a working trip to the Kingdom of Bahrain and Saudi Arabia. The main goal of the mission is to study the possibilities of investing and conducting construction activities of Russian companies in the territory of the Persian Gulf countries.
During the visit, the delegation held a number of meetings with representatives of the Bahraini government and the organizers of the CIDEX 2023 exhibition. The meetings were successful and productive, opening up prospects for further cooperation.
Particularly significant was the meeting of the delegation with the Plenipotentiary Ambassador of the Russian Federation to the Kingdom of Bahrain Alexei Skosyrev, where issues of investment potential for Russian entrepreneurs were discussed. As a result of the meeting, the delegation secured long-term support from the Embassy of the Russian Federation in the Kingdom of Bahrain in organizing Russian delegations to the territory of the Kingdom.
In addition to the meetings, representatives of the Permanent Commission visited real estate objects to assess the scope of possible investment and construction activities on their territory. They also visited the Dhahran Expo exhibition complex. During this visit, an agreement was reached with the organizers of the complex on the possible participation of members and partners of the Permanent Commission in the CIDEX 2023 exhibition, which opens up new prospects for Russian companies in the region.
Representatives of the Permanent Commission emphasized that the development of business relations with the countries of the Persian Gulf has great potential, and Russian companies are ready to actively participate in this process. The countries of the region today are among the most dynamically developing countries in the world, and this is of great interest to Russian companies.
Thus, the Permanent Commission expresses its readiness for further cooperation with the business communities and authorities of the Persian Gulf countries, which will help strengthen partnerships and expand opportunities for Russian companies in the region.

Meeting with associations of the Republic of Belarus
In September of this year. Representatives of the Presidium and Secretariat of the Permanent Commission paid a business visit to Minsk. The delegation of the Standing Committee was personally headed by the Chairman of the Presidium Sergei Vladimirovich Zaitsev.
The delegation of the Permanent Commission held a number of meetings with the largest associations of entrepreneurs of the Republic of Belarus. The parties discussed pressing issues of international cooperation and algorithms for interaction in the current political situation.
Representatives of associations from the Republic of Belarus expressed their interest in cooperation with colleagues from the Russian Federation, as well as with colleagues from the EAEU.
To consolidate the intentions, protocols of intent and cooperation agreements were signed upon completion of the meetings.

The Federal Tax Service has registered the Interregional Public Organization "Permanent Commission for International Cooperation of Business Associations". Also, the Ministry of Justice of the Russian Federation conducted a detailed check of the internal documents of the organization.

The Standing Committee held a meeting with the companies of St. Petersburg
On Wednesday, May 11, representatives of the Permanent Commission for International Cooperation of Business Associations held a meeting with representatives of large companies in St. Petersburg to discuss the interaction of organizations.

Within the framework of this event, the Executive Secretary of the Commission, Albina Yerofeyeva, reviewed the main aspects of the activities of the Standing Commission, presented plans for further work, as well as projects for collective cooperation. The results of the work of the Permanent Commission on the establishment of regional offices in all subjects of the Russian Federation were also summed up.

At the working meeting, the main goals of the organization's creation were announced, as well as the most priority directions for the development of this association.

Prospects of cooperation with non-profit associations of the Republic of Belarus
In April, representatives of the Standing Committee took part in the Russian-Belarusian Forum "Experience of Mass Housing construction and Urban Infrastructure Development in St. Petersburg and the Leningrad Region". The event was attended by speakers from the St. Petersburg Construction Committee, a delegation from the Republic of Belarus, including representatives of non-profit associations.

The speaker at the event was the representative of the Presidium of the regional branch of the Standing Committee Andrei Alexandrov. During the event, the forum participants agreed on the further development of cooperation between the Permanent Commission of Non-Profit Associations of the Republic of Belarus.
